Foundational Data Strategies (1989 - 1994)
The journey began in 1989. As a Technical Analyst and C++ Programmer, Justin Minnaar built the core government architectures for Ernst & Young, established immense five-year data strategies for Guardian National, and engineered complex financial forecasting systems for industry titans like Reuters. These early experiences forged a deep understanding of how critical secure, robust architecture is to global finance.
Scaling Massive Applications (1995 - 2007)
Starting in 1995, this expertise scaled outward. As the CTO and Technical Director of JEMSoft cc, Justin led a highly skilled 30-person agency to deliver massive, country-wide applications for the SABC, Standard Bank, Vodacom, and the South African Military. As the new millennium dawned, the focus shifted toward vast infrastructural mapping. By 2000, he was providing high-level business analysis for ABSA, Kumba Resources, and the Department of Health, while also serving as CTO of the electronic catalogue platform Office Products.
Pioneering Document Engineering (2007 - 2014)
Starting in 2007, the role of CTO and Technical Lead at DevExec saw the birth and scaling of the original Cyclops platform, driving Foundation Data services and creating bespoke solutions for high-profile clients like Reef Stationers. This work laid the groundwork for the next era. In 2012, as Technical Lead at Cyclops IT, he spearheaded R&D, heavily pushed Agile and TDD adoption, and handled intense enterprise requirement planning to pioneer truly intelligent document management systems.
Enterprise Agility & Cloud Evolution (2014 - 2021)
Starting in 2014, Justin brought Agile optimization to merchant solutions at PAYM8, and drove the foundational development for Multi Choice's massive VOD platform—the system that would later release as Showmax. From 2015 to 2021, while acting as Technical Lead at Knights IT, he managed end-to-end consulting, AWS cloud architectures, and machine learning (OCR) deployments for tier-1 financial clients like African Bank and Nedbank. In 2020, he consulted for SANRAL, driving the redevelopment of critical national road management networks.
During this era, he also architected a highly secure, high-availability National Voting System tracking application for the South African Government, meticulously engineered to actively eliminate voter fraud under extreme regulatory scrutiny.
The Modern AI Architect (2021 - Present)
The tempo accelerated rapidly as enterprise systems grew more complex. Starting in 2021, he designed highly-secure personal information exchanges for Healthecian. By 2022, he was engineering large-scale cloud data processing (Project Omega) and AI-driven fraud detection systems for Significant Development.
In 2023, Toyota required steady guidance; Justin successfully directed three cross-functional teams through a high-pressure, mission-critical transition of their service providers. By 2024, Lottostar brought him on as a CIO Consultant to partner with executive leadership, modernize their systems, and stabilize their long-term architecture roadmap.
